Dr. Matthias Rapp - Chairman Rapp Trans (UK)
Matthias was the CEO of RAPP AG Engineers & Planners, a multi-disciplinary
engineering and consulting company with 250 staff, for over 20 years. In
September 2004 he became Chairman of the newly formed Rapp Trans (UK) Ltd.
Matthias holds a diploma in Civil Engineering from the Swiss Federal Institute
of Technology (ETH) in Zurich, a MSc degree in the field of geographic information
systems and has a PhD degree in transportation planning from University of Washington,
Seattle, USA.

He has worked extensively as a traffic and transport telematics
expert advisor. He is the Head of the Swiss Delegation on the European Standards
Technical Committee on Road Transport & Traffic Telematics (CEN TC278) and the
President of the Technical Committee on Road and Traffic Telematics of the Swiss
Association of Road and Transportation Experts.
Matthias has extensive project experience in road user charging, electronic fee
collection, motorway tolling and HGV Traffic Management. He is actively involved
working with other technical experts across Europe on research on Intelligent
Transport Systems.

Ken Perrett - Technical Director
Ken provides technical advice for those involved in transport policy development.
He has advised on the impacts of major UK transport policies, such as those on light
rail, bus deregulation, congestion and HGV charging. Ken is a specialist in
intelligent transport systems. He has been involved in ITS policy formation,
development of applications and evaluation of their impacts. Ken works within
an international environment, providing advice to the European Commission and
to other countries.

Ken has a particular focus on road user charging systems, having worked for the
past 10 years on all aspects of charging systems, both in the UK and working with
other technical experts across Europe on common approaches to charging systems.
His key area of expertise is in knowledge of the procedural, contractual, legal
and operational aspects of the schemes and on interoperability issues. He has
worked on the research programme for supporting road user charging in the UK
and provides technical advice on the proposed national lorry road user charging
scheme (LRUC). He has also been a technical advisor on risks for the financing
of the Austrian lorry toll scheme and on the development of the Australian
charging scheme for heavy vehicles.

Bernhard Oehry - Non Executive Director
Bernhard holds a MSc degree in Communications and High Frequency Technology
from the Technical University of Vienna, Austria.
Bernhard is an expert on the standardised CEN 5.8GHz dedicated short range
communications (DSRC) link. He is a member of the project steering committee
that was responsible for the planning and implementation of the Swiss Heavy
Vehicle Fee system (LSVA).
On a number of projects, he has been appointed by the European Commission as
Reviewer/Auditor for the annual reviews of transport telematics research projects.
He also actively participated in several European Commision research projects.

Jesper Engdahl - Non Executive Director
Jesper holds a MSc degree in Electrical Engineering from the Royal Institute of
Technology in Stockholm, Sweden.
He worked in the electronic fee collection industry as a systems engineer until
1996, developing the world's first multi-lane tolling and electronic payment
system using integrated circuit card (ICC) technology. He has since advised
electronic fee collection operators and Ministries of Transport in Europe,
Australia and South America on technical, tendering and financial matters.

Mark Wedlock - Associate
Mark has been involved in the specification and development of ITS services
for 10 years, although primarily focused on road user charging, he has also
contributed to the development of in-vehicle and mobile information services,
real-time traffic information, real-time bus information systems and has
worked with and provided advice to DfT, HMCE, Highways Agency, TfL and
European Commission as well as private sector service providers.

Mark has a particular focus on the technical development and specification of
road user charging systems. He has been involved in the development and review
of the DfT OMIS specifications for DSRC based RUC, was responsible for the design
of the Proof of Solution test programmer for LRUC and subsequent trials
management at TRL.
Between 2005 and 2008 Mark was a member of the TfL Technology Trials team,
responsible for the management of the Design Issues Programme and was a key
member of the technical team for TfL DSRC Framework procurement.

Ernst Magerl - Senior Consultant
Ernst provides advice in the domains of electronic road user charging and
Intelligent Transport Systems. He has design experience in multilane
freeflow urban, interurban and classic toll plaza environments. In particular
Ernst is able to apply expert knowledge in the area of DSRC technology and
central backoffice systems. His skill to deliver in-depth technical analysis
combined with his ability to put these results into a larger commercial
context enable him to create synergies between engineering and management.

Currently Ernst is giving advice to the Department of Transport on
interoperability of EFC systems. He is the author of the Department's top-up
specification to EN 15509, and the Core model for Interoperability which he
has negotiated with TfL, the M6Toll and the Dartford Crossing as input to the
Management Committee of the Interoperability Forum. He also is member of the
CEN TC278 PT21 drafting a prEN standard for testing against the requirements
of EN 15509.

Jakub Rajnoch - Technical Analyst
Jakub has been involved in several EU projects related to ITS during his
PhD studies (ETNITE, CAPTIVE, REMOVE, CASTLE). The work on the projects
includes a variety of tasks covering educational, legislative and technical
areas of ITS. He has been also involved in administration and management
of the projects. Jakub has been involved in TfL's DSRC trials, working on
the analysis of the trials data and potential implications of introducing
the DSRC Tags into the existing ANPR scheme back-office processing.

He also worked on the DfT's TDP (time, distance, and place) demonstrations
project, reviewing and analysing industry responses and undertaking cost analysis
of the responses. His other work includes expert reviews of various UK entity
and interface specifications for road user charging and existing interface
specifications (including OMIS, MEDIA and CESARE).
Jakub also offers technical skills related to wireless communication standards
(GSM, GPRS, CALM, DSRC), GNSS systems (GPS), database and operational systems.

James Long - Technical Analyst
James holds a MSc degree in Town Planning from Newcastle University, UK.
Within his MSc studies, James focused his research on transport planning
and gained a distinction for his final thesis investigating the impact of
public transport policy on accessibility in the North-East of England.
He is currently working on developing the National Technical Framework for
ITS in the UK on behalf of the DfT.

Tracy Perrett - Office Manager
Tracy is responsible for all office and project administration within
the company. She is skilled in all aspects of Microsoft Office - Word,
Excel, Powerpoint and Project.
Tracy has worked on a number of European Commission projects and has
considerable knowledge of the administrative and financial aspects of
these projects.
